A broker’s guide to choosing an EDE technology partner without giving up control

By The Lucie Team
For health insurance brokers, trust is the business.
Every enrollment, renewal, referral, and client conversation you have is built on relationships that often take you years to establish. You are not simply helping people pick plans; you are helping your clients navigate complicated decisions, understand tradeoffs, and feel confident about their coverage.
That relationship is hard-earned. But the way you deliver it is changing. Much of your enrollment journey takes place through digital tools and Enhanced Direct Enrollment (EDE) platforms that you use to guide your clients through eligibility, plan selection, enrollment, and renewal.
As you choose technology and digital enrollment platforms, you most likely focus on obvious questions like, “how fast is enrollment?” and, “which carriers are available?” Don’t stop there. You need to shed light on how they will act as a partner.
“Your relationship with your clients is one of the most valuable assets you own. Any technology decision you make should start with understanding whether that relationship will benefit from the technology.”
Joe Donlan, president of Lucie Health Marketplace
Here are questions you should ask every technology vendor you’re considering.

Question 1: How do you use my client data?

Client data has become one of the most valuable assets in your industry. Every platform collects information, but you should understand exactly how that information is used and whether it could be used in ways that conflict with your interests.
You invest a lot of time and resources earning trust and building client relationships. If your client data is used to support activities outside of your relationship, the platform may be taking advantage of your hard work and putting your client relationships at risk.
Ask vendors to explain:
  • Is client data ever used for marketing purposes?
  • Is information shared with third parties?
  • Can client data be used to generate direct consumer opportunities?
  • What happens to my client information if I leave the platform
Look for direct, honest answers rather than broad statements about privacy and compliance.
The Lucie Health Marketplace approach: Lucie, which is a CMS-approved EDE with ACA, supplemental, and ancillary products, does not use your client data to market directly to them or compete for your clients. Our platform is designed to help you serve clients more effectively, not build independent consumer relationships from the data you generated.

Question 2: Will my brand remain visible throughout the experience?

Your retention, referrals, and long-term client loyalty depend on visibility. Your clients are more likely to return when they remember who guided them through the process.
Ask vendors to explain:
  • Can the experience be white-labeled?
  • Will the broker's name and contact information remain visible?
  • Are communications broker-branded?
  • How does the platform reinforce my role throughout the journey?
Strong platforms help you stay front and center.
The Lucie approach: Lucie is built to keep you in the spotlight. Our platform delivers a branded experience that keeps you visible and recognized throughout the entire enrollment journey.

Question 3: How do you help my team deliver consistent advice and service?

As your agency grows, maintaining consistency becomes more challenging. Your new producers need training. Your existing team members need access to current product information. You need confidence that your clients are receiving clear guidance regardless of which producer they work with.
Growth can expose knowledge gaps and inconsistencies that affect both your client experience and agency performance. Technology should help you strengthen expertise, not simply automate transactions.
Ask vendors to explain:
  • What training resources are available?
  • How do you support ongoing education?
  • What tools help producers stay informed about products and market changes?
  • How do you help agencies improve consistency across teams?
The strongest partners invest in your success beyond enrollment workflows.
The Lucie approach: We're building a broker resource center (coming soon!) to give agencies and brokers access to educational content that help them provide informed, confident guidance and deliver a consistent client experience.

Choose a partner, not just a platform

A platform that puts you first should make it easier for you to enroll clients, renew coverage, and expand coverage conversations. But it should also protect your role in the relationship. It should protect your client data. It should keep you center-stage throughout the experience. And it should help you strengthen your expertise so you can continue serving as a trusted advisor.
"The best technology disappears into the background,” Donlan said. “It helps you deliver a better experience, but it never competes for ownership of your relationship."
Through its CMS-approved EDE platform, Lucie helps you offer ACA, supplemental, and ancillary products in one place while maintaining control over the client experience. We do not use your client data to compete for clients, do not market directly to your clients without consent, and provide branded experiences that keep the spotlight always on you.
Beyond enrollment, Lucie invests in your success through education and training resources designed to help you expand your knowledge, have more productive client conversations, and confidently guide your consumers through increasingly complex coverage decisions.
In the end, choosing an EDE platform isn't simply a technology decision. It's a decision about what partner will help your business shine.
